How to rotate, reorder and delete PDF pages

Fix sideways scans, move pages into the right order and remove the ones you do not need, with one tool and without re-scanning.

A scan comes out with page 3 sideways. A report has its appendix in the middle. A combined file has a blank page after every sheet because the scanner was set to double-sided. None of these need the document to be recreated; they are page-level edits, and they are among the easiest things to do to a PDF. This guide covers the three operations (rotate, reorder, delete), how they interact with page numbers and bookmarks, and how to do them with and without uploading.

Rotation: two things that look the same

A page can appear sideways for two reasons, and the fix is different.

The page has a rotation attribute. PDF pages carry a /Rotate value (0, 90, 180 or 270 degrees) that tells the viewer how to display them. Changing it is instant, lossless and reversible: the content is untouched, only the display instruction changes. This is what Rotate PDF and the rotate buttons in Organize PDF do.

The content itself was scanned sideways. The image on the page is rotated, and the page is marked as upright. Setting the rotation attribute fixes the display just as well, so from the user's point of view it is the same operation; the only difference is that some OCR engines prefer the content to be physically upright. For normal use, rotating via the attribute is correct and leaves the file size unchanged.

Rotation is per page. You can rotate one page, a range, or every page, and you can rotate landscape pages in a portrait document so they read without turning your head (or leave them, which is the convention for printed reports with wide tables).

Reordering

Reordering changes the sequence of pages without changing any page. Typical uses: moving an appendix to the end, fixing a scan where the second half was fed first, putting a cover page in front of a merged document, or interleaving odd and even pages scanned in two passes on a single-sided scanner.

In Organize PDF you see thumbnails of every page, drag them into the order you want, and download. For large documents it helps to zoom out so more thumbnails fit, and to check the page count after reordering (it should be unchanged).

Deleting

Deleting removes pages from the file. The usual candidates: blank pages from double-sided scanning, cover sheets from faxes, separator pages, and pages that belong to another document. In Organize PDF, select the pages and delete them, or if you prefer to think in terms of what to keep, use the extract mode in Split PDF with the page numbers you want.

Deleting pages genuinely removes their content from the output file; a deleted page is not hidden, it is gone. If you need the deleted pages elsewhere, extract them first.

Doing all three on webutilitypro.com

  1. Open Organize PDF and upload the file.
  2. Rotate pages with the rotate control on each thumbnail, drag pages to reorder, and delete the ones you do not want. Changes are shown live.
  3. Click Apply and download the new PDF. The upload and the result are deleted from our server after 60 minutes.

The original file on your computer is unchanged, so you can start over if the result is not what you wanted. If the only change is rotation of all pages or a range, Rotate PDF is quicker.

What happens to page numbers, bookmarks and links

  • Printed page numbers (text on the page) do not change when you reorder or delete, so a document that had "Page 7" printed on the seventh sheet will still say "Page 7" wherever that sheet ends up. If the numbering should match the new order, add fresh numbers with Page Numbering PDF; it draws numbers onto the pages in a position and style you choose. Existing printed numbers are not removed, so this works best on documents that had none, or when the old numbers can be covered.
  • Viewer page labels (the numbers shown in the viewer's page box) are usually reset to a plain sequence.
  • Bookmarks that pointed to a deleted page become dead; bookmarks to moved pages generally follow the page.
  • Internal links follow moved pages in most tools and break for deleted ones.
  • Form fields move with their pages. Deleting a page deletes its fields.
  • Digital signatures are invalidated by any of these operations.

Doing it without uploading

  • macOS Preview: View → Thumbnails. Drag thumbnails to reorder, select and press Delete to remove, Tools → Rotate Left/Right (or Cmd+L / Cmd+R) to rotate. File → Save, or Export as PDF to keep the original.
  • Windows: Edge and Chrome can rotate for viewing but do not save page edits. PDF24 Creator (free) includes a page organiser. Adobe Acrobat has Organize Pages.
  • Command line: qpdf in.pdf --pages . 1,3-5,2 -- out.pdf reorders and drops pages in one step; qpdf --rotate=+90:3 in.pdf out.pdf rotates page 3. Both are lossless.

For scans that contain personal information, these keep the document on your machine; see when an online tool is the wrong choice.

Checklist after editing pages

  • Page count is what you expect.
  • First and last pages are correct.
  • No page is upside down (scroll at a small zoom to check all at once).
  • If pages were deleted, nothing referenced them (table of contents, "see page 12").
  • If the document will be numbered, numbers were added after reordering, not before.

Page edits are quick and lossless, which makes them easy to redo. When in doubt, keep the original, make the edit, compare, and only then replace the old file.
